Having recently retired from the Inter-American Drug Abuse Control Commission (CICAD), Organization of American States, I find myself in a position to discuss drug policy more incisively than I was able to do before. This blog is intended to stimulate rational debate on a complicated subject.

Drug treatment needs to be affordable and available locally
Bring drug treatment services close to home, to where people need them. Travelling to another city, or even country, for drug treatment and rehab is daunting, and often potential patients cannot pay for the transportation, much less the services. It’s all about accessibility of drug treatment.
We need a greater understanding of what drug dependence is--a chronic relapsing disease that should be treated as a health matter, and not as a moral failing, and much less as a criminal offense. High quality drug treatment helps reduce recidivism into crime and relapse into drug use.
